When and how can Marsy's Law for Maine go into effect?

Maine voters must approve Marsy’s Law because it amends the Maine Constitution to provide equal rights for victims. Before Marsy’s Law can be considered by voters, the Maine Legislature must approve it with a two-thirds (2/3) majority in the Maine House of Representatives and in the Maine Senate. Once approved by the supermajority in the Legislature, the question would then appear on the November ballot.
